Florida city council changes mind on paying to repair Tampa Bay Rays’ ballpark after hurricane ripped roof off

The St. Petersburg City Council reversed course Thursday on whether to spend more than $23 million to repair the roof of the Tampa Bay Rays’ ballpark.
