Man Indicted For Attempted Unlawful Sexual Conduct With A Minor

The Tiffin Police Department would like to recognize Detective Eric England for his outstanding proactive efforts in investigating crimes involving the exploitation of minors. Over the past several months, Detective England has conducted a series of covert online investigations targeting individuals involved in the distribution of child sexual abuse material and those seeking to engage in sexual activity with minors.
Through these efforts, multiple suspects have been identified both within Ohio and across the country. In one case, a suspect located in New Mexico was identified and the investigative findings were shared with the appropriate jurisdiction, resulting in the suspect’s arrest. The individual is currently being held pending trial.
In a separate investigation, a suspect in Oklahoma was identified as distributing child sexual abuse material online and was believed to potentially be a hands-on offender. Information gathered during the investigation was provided to the appropriate law enforcement agency, and that case remains under active investigation.
On March 12, 2026, Detective England conducted a covert online operation that led to the identification of Bobby J. Carnicom, age 73, of Risingsun, Ohio (photo included with this press release). Carnicom traveled to Tiffin with the intent to meet who he believed to be a 14-year-old juvenile and the juvenile’s father for sexual activity. He was taken into custody and charged with Attempted Unlawful Sexual Conduct with a Minor. Carnicom was transported to the Seneca County Jail and, on March 19, 2026, was indicted by the Seneca County Grand Jury on one count of Attempted Unlawful Sexual Conduct with a Minor. He is currently being held on a $100,000 bond.
Another investigation involved a suspect in Michigan who was disseminating material harmful to juveniles to an individual he believed to be a 14-year-old female and discussed traveling to Tiffin to engage in sexual activity. Information developed by Detective England was shared with the appropriate jurisdiction. On March 23, 2026, investigators in Michigan executed a search warrant at the suspect’s residence, and charges are pending.
In one instance, collaboration between agencies proved especially critical, as prior information about the same suspect had been reported through a non-law enforcement source but could not be acted upon at that time. The proactive work conducted by Detective England provided the necessary foundation for law enforcement action.
These cases highlight the importance of proactive policing and strong interagency cooperation. Detective England’s dedication, initiative, and attention to detail have directly contributed to identifying and stopping individuals who pose a serious threat to children. His work reflects the commitment of this department to protecting our most vulnerable.
